How do I execute INKCUT on linux mint 20 I type in INK CUT and get NO SUCH FILE OR DIRECTORY..

Use one word, all lowercase. In the terminal type:
<username@sytemname>$ inkcutIf that doesn't work, you can verify if Inkcut was installed:
<username@somesystem>$ pip list
