how to add desktop shortcut for inkcut in windows 11

Have you tried to just open the Windows Command Prompt and type "inkcut" and then hit enter?
I no longer use Windows- but from what I remember, making a shortcut to a regular executable (exe file) is simple. But python scripts, at least used to involve a few more steps. This webpage has some details: status.python.org/
