need installation instructions for pipx

Installing on LinuxMint.
did "sudo apt-get install python3-pip python3-pyqt5 python3-setuptools libcups2-dev python3-pyqt5.qtsvg'
all good here but when I do "sudo pip3 install --upgrade inkcut" I get:

not idea what to do but doing "sudo pipx install --upgrade inkcut" it did install and can see it when I use 'pipx list'

but when I type command 'inkcut' I get:

found instructions to get inkcut installed on github
github.com/inkcut/inkcut/issues/404
if link don't work, go to inkcut's github and look for issue# 404

I was hoping to be able to use Inkcut on Linux Mint instead of having to use my my Windows Foison C-24 vinyl Foil Cutter software FlexiStarter but that Github explanation is a couple of levels too complicated for me!! I was also trying to install InkCut as an Inscape Extension but it was greyed out.
